- Consultant to Georgia Department of Mental Health, Developmental Disability, and Addictives Diseases to develop communication and training plans to assist in conversion and restructuring of MRDD waivers.
- Project manager for building strategic partnerships among providers, consumers, and advocates in the development of a white paper for legislative action toward a model state public mental health system.
- Developer and faculty coordinator for Middle Management Academy, a four-day intensive, hands-on training program for behavioral healthcare middle managers, and Clinical Supervisors’ Academy, a two-day intensive hands-on skills building session for clinical supervisors.
- Co-lead consultant on a SAMHSA-funded Co-Occurring Disorders project reviewing successful approaches to developing and managing programs and systems of care for persons with co-occurring substance abuse and mental disorders.
- Crisis management, triage response, and development of successful turnaround plan for a minority mental health center experiencing negative publicity, loss of funder confidence, and financial distress.

Client work included:
- Six months as Interim Chief Operating Officer for $12 million substance abuse treatment and research agency affiliated with a major university medical school. Oversaw re-tooling of financial systems to move from grant-based to reimbursement-based funding; oversaw implementation of new information system; led development of clinical vision and goals for future role of agency; oversaw planning processes leading to full 3-year accreditation; developed planning processes and decision making tools for senior management team and Board.
- Six months as a team leader for a $220 million/year public sector managed care project. Developed relationships with external stakeholders, and facilitated building of internal protocols to meet those needs. Developed RFP and managed procurement process for acquiring business partner to manage nonprofit grants. Hired and trained senior staff. Managed process leading to development of housing and employment plans for the behaviorally disabled in the community. Trained internal and external clinicians and referral agencies on procedures and policies relative to new plan.
- Extensive training and consultation with Boards of Directors and Executives of public-sector, nonprofit agencies on changing roles and functions as funding streams and mechanisms evolve.
